Ramp rage is so bad at some places that boat users have resorted to throwing punches.
VRfish, which issued its report and recommendations after a comprehensive survey of boat ramps, also identified Stony Point as a ramp rage hot-spot.
VRFish deputy chairman, Franz Grasser said the top recommendation was to put webcams and traffic counters on each ramp.
Western Port Angling Club president Bob Wilkinson said lengthy waiting times at weekend can result in physical violence.
Up to 30 boats can queue to use the Hastings ramp at any one time, with waits of up to an hour.
Up to 100 boats have been reported waiting to use nearby Stony Point boat ramp in recent weeks.
“The ramp rage is so bad that I don’t use it on the weekend” Mr Wilkinson said.
